The control over the different areas of the global management

The +association and their members will define dynamically the areas of different interest in the global management, and who are responsible in them.

In example, about atomic energy, religion, etc. Is normal the security agencies will require not only to participate, else to be asked for permission to execute any global task globally.

These  can be exaggeration and a violation of the privacy to the freedom of several groups in the +association, but is important to note, that this is going to happen anyway, setting the mechanism to formalize it, avoids wastage of resource , lost of effectiveness, because the security agencies, will try to get the same control with indirect strategies.

The areas of control, the procedure of application of +global +change, must be set and accepted in the +global +association,  in terms of authority and permission.
 Of course it will not always will be possible to respect, but it can be negotiated, and that is the reason why the +association has a group of specialties in different strategies, to allow to reach an accord and success in the global changes, avoiding reversion of changes, sabotages, and creating enmities and conflicts that makes difficult other +global +changes in the future.
